Role of the Private Sector in Improving Educational Outcomes in Haiti

FOCAL with the support of CIFAL Atlanta will host a two-day
meeting "The Role of the Private Sector in Improving Educational
Outcomes in Haiti" at The Carter Center in Atlanta from February
3-4, 2007. The meeting will convene leaders of the Haitian private sector,
the new Haitian government, international donors and Latin American
business organizations to evaluate the role of the private sector in
education and build an agenda for strengthening this engagement to improve
educational outcomes in Haiti. It is also hoped that the meeting will
produce initiatives that can be jointly implemented by donors and the
Haitian private sector. Background • The
Role of the Private sector in Rebuilding Haiti Following the success of the Ottawa meeting and based on discussions with participants as well as with the new Haitian government, a consensus has emerged that the Willson House Process should be used to examine private sector engagement in education in Haiti. This assessment will evaluate the private sector's role in all aspects of education, from participation to production to policy, and will include a comparative assessment of relevant experiences from selected countries in the Americas. The Atlanta meeting to be held on February 3-4, will forge an agenda for private sector engagement and identify initiatives that donors can adopt to support private sector efforts to improve educational outputs in Haiti. Program Format Three short papers - a framework for understanding the role of the public and private sectors in education, a review of the current engagement and needs of the private sector, and a brief paper highlighting relevant experiences from Brazil, Chile and Colombia - will be commissioned and used to inform and guide discussions. The authors of the papers will make short presentations, followed by question and answer periods. All sessions will feature extensive exchange and brainstorming.
Former Canadian Prime Minister Joe Clark will again chair the discussions.
Participants will include leaders from the Haitian private sector,
the new government and parliament of Haiti, Haitian schools, private
sector organizations from Brazil, Chile and Colombia, as well as
members of the international donor community. The meeting will follow
the Chatham House rule. Rapporteurs will capture the key elements
of the meeting to produce a dialogue document that, combined with
the short framing papers will be used to produce a reference and
guide for donors and the private sector. Papers to be posted
