Workshop Summary

CIFAL Partners with the OAS to Explore Local Government Efficiency in South America

Co-hosted by the Organization of American States (OAS) and the Municipality of Quito, Ecuador, CIFAL Atlanta delivered its first workshop on Cadastre and Land Registry in Quito, Ecuador on June 6, 2006.

The workshop addressed cadastre and land registry issues in the Andean region.
More than 30 mayors and cadastre directors attended the workshop, which was conducted at the request of Quito Mayor and Co-President of the United Cities and Local Governments, Paco Moncayo.

The participants shared experiences on which they will draw when developing their own cadastre and land registry projects and plans. Specific recommendations emerging from the meeting underscored the need for legislation on cadastre and land registry to be enacted and enforced. The lack of legislation was determined to be a major obstacle to transparent and efficient cadastre and land registry activities.

Countries represented included Ecuador, Colombia, Venezuela, Peru and Bolivia.
