Axel Leblois, Executive Director of CIFAL Atlanta and Special Fellow UNITAR along with Benjamin DaCosta, General Manger of Hartsfield-Jackson Atlanta International Airport and Robert Kennedy, Director, Marketing, Public Relations, and Intergovernmental Affairs Hartsfield-Jackson Atlanta International Airport welcomed participants and discussed the agenda for the workshop.  Axel Leblois then shared the findings of the on-line web survey CIFAL Atlanta used to determine relevant session topics for the workshop.

The first session of began with Steven Baldwin, Vice President of the Louis Berger Group, Inc. reiterating the fact that business relies on good transportation to function. No matter the goods or services, having access to reliable and quality air transportation is important, particularly in the developing economics of Latin America and the Caribbean. 

Jill Tiedt, Vice President, Planning PB Aviation began the panel by stating that there are three key components to an airport’s success:  a shared vision, physical improvements, and the consideration of stakeholders’ inputs  She then presented an update on the Louisville International Airport’s Master Plan as well as the Pittsburgh International Airport’s Recommended Development Plan.

Enrique Tafur, President of CELTA, SA and Jose Ignacio Gonzalez, President of Hemisphere, Inc. discussed the economic impact of the El Dorado Airport for Bogotá, Colombia with particular emphasis on the impact of the Agroindustrial Megaproject of Bogotá and the CETLA Trade Park.  Mega project’s goals are to attract capital investment and world-class food industries, as well as to create and retain agricultural related jobs, link small farming to larger agrobusinesses and to respond to new market trends in food consumption.

Cedric Curtis, Vice President of Aviation Facilities, Carter-Burgess then shared a case study from the Kileen-Ft. Hood Regional Airport in Kileen, Texas.  A creative solution was found to save the struggling airport by creating a joint-use airport that serves both the military and the civilian community.

Ellis Juan, Manager Infrastructure Advisory Services, The World Bank Group, Former Minister of Privatization of Venezuela and IADB Executive gave an overview of the World Bank, discussed the roles of private-public partnerships, and cited examples of exemplary airports to learn from.

Real estate development and urban planning in support of airport activities and economic development

“Airport-Driven Development:  A Global Overview”

• Priscila Tiboni, Architect, International Affairs Division International Relations Institute for Research and Urban Planning, Curitiba, Brasil

John Kasarda, PhD, Director of the Kenan Institute of Private Enterprise and Kenan Distinguished Professor of Entrepreneurship, University of North Carolina at Chapel Hill presented a new model of airports as “multimodal and multifunctional enterprises”  which function in much the same way cities do; thus contributing to the emergence of the aerotropolis phenomenon.  Kasarda cited examples of the modern  aerotropolis and its importance for businesses.
