Hartsfield-Jackson Atlanta International Airport and CIFAL Atlanta are co-hosting the Leveraging Airports for Economic Development workshop at the Executive Conference Center, Hartsfield-Jackson Atlanta International Airport in Atlanta, Georgia from March 5-8, 2006, following on from the highly successful Leveraging International Airport Infrastructures workshop held in April 2005. This workshop will focus on major airports in the Latin American region.

Airports are Economic Engines of Growth for large urban areas in a globalized economy.  Air freight for example accounts for 40 percent of world trade volumes by value and is regarded as a leading indicator of the state of the world economy. Enhancing the connectivity, quality of services and competitiveness of airports can create jobs and spur the economic growth of the surrounding region. Hartsfield-Jackson, for example, is Georgia’s largest economic engine generating 55,000 direct jobs and has an annual revenue impact of $19 billion to the region. Cooperation and coordination between central government, local government, airport management and the business community are key factors of success for economic development initiatives around airports.

The Leveraging Airports for Economic Development workshop will help airports decision makers share innovative strategies and best practices to maximize the contribution of local airports to the city’s long term economic growth objectives.  

Participant Profile

This by invitation only high profile event will bring together a total of approximately 35 participants comprised of select delegations of top decision makers.

These delegations will consist of:

• transport ministers,
• director generals of civil aviation authorities,
• mayors,
• chambers of commerce presidents,
• commercial development officials,
• heads of authorities overseeing or owning airports,
• executives from corporations managing or servicing airports and
• general managers of airports

These delegations will represent major airports from about 14 countries in Central and South America

This by invitation only high profile event will bring together key decision makers representing major airports from 15 countries in Central and South America including Argentina, Brazil, Chile, El Salvador, Peru and Venezuela. Delegates will include trade ministers, director generals of civil aviation authorities, mayors, chambers of commerce presidents, commercial development officials, heads of authorities overseeing or owning airports, executives from corporations managing or servicing airports, and general managers of airports. Delegates will gain an understanding of:

• The cooperation and coordination for economic development required to integrate the strategic perspectives of key stakeholders including trade ministers and civil aviation officials at the central government level; city executives at the local government level; airport executives as well as the needs of the local and international investors, business community and the public.

• Mission critical logistics and supply chain benchmarks to attract and facilitate international investment and trade those airports must achieve in order to position themselves as optimal city and country gateways, air cargo hubs, and business zones.

• Overviews of infrastructure investments that best practice airport models attract including self managed, concessions, partnerships, etc. that will help generate paradigm shifts in attracting funding to reposition airports to spur regional economic growth.

Airports should be viewed as an essential component of the urban planning process. Cooperation and coordination between central government, local government, airport management and the business community are key factors of success for economic development initiatives around airports. The Leveraging Airports for Economic Development workshop will help airports decision makers share innovative strategies to maximize the contribution of airports to the long term economic growth objectives of their city, region and country.

• Cooperation and coordination between central and local government departments, airports authorities; agencies and the private sector in policy making

Logistics and Supply Chain for International Investment and Trade

• Emerging requirements of international investors in terms of airport management and operations?
• Optimizing airports for competitive advantage – logistics/ maintenance/ air cargo hubs/ storage / costs / efficiency /multimodal sea - land - air linkages
• Urban planning for airports - Free Trade Zones/business & conference centers/transport /agriculture
• Information technology in optimizing logistics and cargo processes
Security and Customs issues - speed vs. safety – how to optimize the tradeoffs

Infrastructure Investments for Airport Operational Models

• Innovative ways to financing/funding airport investments and expansions
• Airport models – Governance, legal structures and organizational structures
• Privatization models – Public vs. private - panacea or predicament

Program Format

The forum will build on the methodology and knowledge management tool used by United Nations agencies to foster effective best practice sharing among high level city officials and international experts.

The registration process will include an online self assessment survey that participants will be requested to complete to assess their organization’s capacity to deal with airport economic development issues.  This survey will assist us in identifying the areas where each participant wishes to expand your knowledge, as well as the strengths and expertise you think could benefit other cities. The purpose of using a common tool is to enable the sharing of best practice with local governments around the world in a participatory manner, according to a common framework and language.  We expect the results and concrete examples to be useful beyond your organization. 

In addition to high-level key-note plenary talks by global airports experts, workshop participants will be able to use both the formal sessions and the informal time to learn more from each other about how to leverage their airport’s to promote economic development.
