City to City Exchanges

All city delegations that participated in City AIDS 2005 committed to continue exchanging best practices. The following exchanges are taking place between cities during the next 12 months:

Atlanta - Quito

• Addressing needs of immigrants especially focusing on how to ensure the continuation of services

Atlanta - Jamaica

• These two cities will work together on the measuring change 

Atlanta - San Francisco - Oakland

• These cities will be working together to address the issue of addressing vulnerabilities. Their action plan includes:

1. Meeting electronically, via telephone and personally
2. Have made commitment in Atlanta to link prevention and care
3. Thinking in terms of vulnerability vs. risk
4. Advocating during the planning level to incorporate addressing vulnerabilities

Atlanta - Buenos Aires

• Buenos Aires will partner with Atlanta to work on adapting efficient tools for measuring change

Buenos Aires - Denver

• During the workshop, Buenos Aires learned about Denver’s strategies for the efficient use of resources

Curitiba - San Pedro Sula

• These two cities have partnered to work on community participation

• Additionally, Curitiba’s Vice-Mayor will visit San Pedro Sula to learn more about their HIV program

Curitiba - Port au Prince

• Will work together on improving work on sexual transmission and condom distribution

Curitiba - Georgetown

• Will try to address the issue of reduction of vertical HIV transmission

• Additionally, these two cities have similar programs; want to benchmark effectiveness and progress using each other’s programs

Curitiba - Denver

• Curitiba is interested in Denver’s fundraising and outreach experience. Curitiba delegates want to learn how to raise money to fund efforts.

Denver - Oakland

• Denver didn’t rate highly on linking prevention with care (at the local level)

• The city of Denver is planning at working with Oakland who has  combined planning bodies for prevention and care; seems to be an efficient model

Denver - Atlanta

• Denver delegate is hoping to work with mayors around the world; will approach Mayor Franklin (Atlanta) to sponsor a resolution, wants to work with mayors of U.S. cities represented at this conference

Durban - Atlanta

• Durban Will report findings and outcomes of this conference to their stakeholders

• Delegates expressed an interest in wanting to conduct a similar workshop in Durban for stakeholders to have a shared perspective

• Want to explore an alternative delivery model

• Want to model on AID Atlanta

• Impressed by presentation by Dr. Wingood

Georgetown - Seattle

• In regards to linking care with prevention, Georgetown has a Mother to child program. They want to expand this program in order to reduce vertical transmission to zero.

• The city of Georgetown wants to work with Seattle on youth prevention; safe practices and abstinence

• The delegates of Georgetown will  to work with other municipalities and NGOs in Georgetown with evaluation in order to improve and expand efforts

Houston - Buenos Aires - San Pedro Sula

• Houston delegates believe in qualitative and quantitative evaluation of care and prevention programs. They will be sharing these protocols and logic models with Buenos Aires and San Pedro Sula, Honduras

• Seattle

• Houston: Lifelong AIDS Alliance – has exceptional programs that link care with prevention. Want to use prevention for positives program and computer-assisted risk assessments

Kingston - Atlanta - Georgetown

• Kingston has a strong national program, but very little filters to local levell. Their first challenge is to involve the local government.

• In regards to measuring change, Kingston delegates had good discussions with Atlanta and Georgetown

• Discussions raised awareness about need to collect and examine data about the epidemic in Jamaica

Mexico City - Seattle

• Mexico City will collaborate with Seattle to better identify risks, increase capacity to control risk and design methods to detect risk factors and strategies for prevention.

Mexico City - Geneva (UNITAR)

• Additionally, Mexico city wants to improve the capacity for evaluation and measuring impact; will work with Geneva

Port-au-Prince - Curitiba

• Port au Prince wants to increase access to information on HIV/AIDS to municipality schools. They will partner with the city of Curitiba for this project.

Port-au-Prince - Buenos Aires

• Port au Prince wants to increase information on prevention and care; increase condom availability For this they have partnered with Buenos Aires.

Port of Spain - Kingston - Durban - Georgetown

• Port of Spain wants to expand education and dialogue about HIV/AIDS in communities and address the taboo against talking about sex.

• Have a similar cultural/political system as Kingston; Durban; Georgetown. Will work with these cities to address these issues.

Rural Honduras (Yoro, Candelaria, Amapola) - Quito - Seattle

• Rural Honduras looked to Quito and Seattle for practices to combine planning committees and councils.

Rural Honduras (Yoro, Candelaria, Amapola) - México City

• Mexico City shared with Rural Honduras ideas on self-sustainable projects, starting cafes to distribute information and reaching the youth through peer-to-peer education

Quito - Rio de Janeiro

• Quito looked to Rio de Janeiro for their model of distribution and legal framework. Also looked at organizations that work with ministry of health in Brazil

Oakland - Atlanta

• Oakland learned from AID Atlanta during the site visit. The city of Oakland looks forward to working with Atlanta on measuring outcomes with regards to prevention

Oakland - Denver

• These two cities will collaborate on merging prevention/care planning bodies

Seattle - Atlanta

• Seattle is working on setting program targets for specific populations. Conducting needs assessments for specific populations and allocating money based on these assessments. They city wants to continue needs assessments and include more measures (especially for poverty).

- Learning and transferring knowledge

- Always looking for help; also interested in sharing knowledge

- Atlanta and Honduras are partner cities for this

- With regard to the issue of improving Care, Seattle will  work with AID Atlanta and CIFAL Atlanta.

San Pedro Sula - Curitiba - Buenos Aires

• On the issue of inclusion, San Pedro Sula has committed to:

- Improve community participation through advisory committees

- Compromise between local governors and state leaders

- Make committees in local areas/municipalities

- Improve services in all areas at local level. To address these issues, the city will collaborate with Curitiba and Buenos Aires

San Pedro Sula - Atlanta

• On the issue of prevention and treatment, San Pedro Sula wants to strengthen the link between prevention and treatment. The city will partner with AID Atlanta on this. These two cities will coordinate efforts on the services and government sides.

San Francisco - Atlanta - Oakland

• With regards to the issue of identifying and addressing vulnerability,  San Francisco has identified areas for improvement:

- Identifying and collecting specific data on vulnerability

- Developing a dynamic environmental scan in real-time that looks at social factors in a community and their relationship to HIV

• Partner cities for this initiative: Atlanta and Oakland

• Develop a quarterly electronic communication system with Sisterlove and AID Atlanta; also involve San Francisco planning council; CBOs; NGOs; local government official

• Convene a stakeholders meeting in San Francisco to complete a self-assessment and reconvene this group to present results

• The city of San Francisco delegate also expressed that he is willing to share the knowledge of addressing HIV/AIDS at the community level with other cities.

Puerto Rico-Seattle-Atlanta

• The Puerto Rico delegation communicated they have learned a lot from Seattle and Atlanta. This delegation expressed they need help with organizing civil activities and fighting bias.

• The city delegates committed to develop new education materials and will redesign existing materials modeling from Rio de Janeiro’s Epidemiological data gathering.

Río de Janeiro - San Juan

• Rio de Janeiro wants to collaborate with San Juan. Rio Delegate will send information about evaluation for pharmaceutical services

Río de Janeiro - Quito

• These two cities will partner to address the issue of access to medicines
