Session 6: Action Plans by City Delegations

Topic: Action Plans

Atlanta

• A lot of collaboration with other cites

• 4 primary issues for collaborations

- Quito – planning

- Mexico city – immigrants, who may need resources when they are sick and return home

- Jamaica – monitoring change and learning measurements

• Will work with San Francisco on the identification and addressing of the differences between vulnerability and risk. And think it those terms – link to prevention and care.

• Lack of leadership in terms of AIDS/HIV initiatives

Buenos

• Evaluation of change is a big issue – we have to adopt efficient tools to measure change. (Link with Atlanta)

• Structure a collision to work together and assign different strategies.

• Will try to make efficient use of resources (Link with Denver)

Brazil

• Will keep talking with --- about information packets.

Curitiba

Established some partnerships with some cities – one in Honduras, the plan is to work together. Vice mayor was invited to

Establishing a partnership with CIFAL Atlanta and will be happy to host everyone here in the next meeting.

– Port au prince – Will work on a prevention program with them.

- Georgetown – Work with them in reduction of vertical transmission – mother to child. Going to do a benchmark to see where we are in relationship to their work. And check our

Denver – We will read and understand more about fundraising to do more and understand how we can get more money to do our work.

Denver

• At the local level – we didn’t rate highly on linking prevention with care. We will work with Oakland that has made progress in this area.

• Inclusion – We have moved into action. There is a draft resolution in regards to the discrimination policy on people living with HIV/AIDS. Advocate to the US congress to change policy in regards to this issue

Durban

• To report back to stakeholders that help put this together in Durban

• Have something similar to this conference back in Durban

• Explore alternative delivery models – case study will be AIDS Atlanta

• Will explore the project Gina Wingood is working on – HIV and adolescent women of color.

Georgetown

• Will work with Brazil to continue to have a reduction of mother-to child transmission

• Seattle- to implement programs among adolescent on safe sexual practices

• Will like to work with other NGOs and municipalities to have programs more organized to work together in the prevention of HIV

Houston

• Measuring change – quantitative/qualitative measurements very important. We will be sharing evaluation model with San Pedro

• Seattle – Life Long AIDS alliance that link care and prevention. They would like to borrow some of their programs.

Jamaica

• Work on the discrimination issues – get this on the agenda on the local govt. level

• Measuring change – Durban, Atlanta, Port of Spain and Georgetown. – Many similarities with the challenges – so we know we need to go and collect our data, and initiate activities in this area.

• Work with the larger government

Mexico City

• Seattle – collaborate in their adolescent program

• Increase capacity to control risk and design strategies to prevent HIV

• Improve capacity of evaluation

• Prepare prevention training

Port au Prince

• No one talking about HIV prevention in this little city ‘tabar’ – first organization to talk about it. Increase access to HIV education – youth, municipal schools and other educational systems. Long term- training in schools. Partner is Cruitiba

• Increase condom access in the community- partner is Buenos

• Identify leaders in specific groups and have condom distribution during campaigns

Port au Spain

• National aids committee formed that falls under the prime minister’s office – but we need to get information to vulnerable groups. Going to communities to encourage HIV/AIDS education to create awareness.

• Will link with other organizations to understand how they do things in terms of awareness

• Compliance of medication will be pursued. Access of medication is poor, primarily due to stigma. We need to change this, and learn how other deal with stigma in their countries.

Honduras

• Problem is to know how to prioritize funds – lot of duplication efforts done. Need to find ways to combine planning committees to better able to divide/manage funds. (Link with Seattle)

• Challenge for them to go back to their committees to understand how they can share their experiences here when they go back home. (Link with Mexico)

Quito

• Problem regarding access to medication in Quito- we will link with Rio to understand how we can understand their framework. (Organization that works with ministry of health in Brazil)

• Collaboration with Atlanta to help accelerate processes

Oakland

• Atlanta – Will do some work on measuring outcomes on prevention

• Denver – Will work on the issue of collaboration with their planning bodies.

Seattle

• Identifying and addressing vulnerabilities – improve those encounters in those who do not know their status – mitigate this issue. (Work with Atlanta and Durban)

• Program targeted to specific populations – heterosexuals, foreign-born individuals, women etc. (Work with Atlanta)

• Continue needs assessment program

• Learning and transferring various programs

San Pedro (Partner with Atlanta, Buenos and Curitiba)

• Include our partners in other parts of the country

• Inclusion – we want people to communicate through committees.

• Work on measuring effectiveness of programs – assigning tools.

• Make a small committee in local areas

• Strengthen the local authorities to give better direction in all areas

• Work with the government in regards to secret societies

• Organize a conference with the department of health services on health issues.

• We will work on strengthening the link between prevention and treatment

• Whole program retention of all the program services available in the community – (Atlanta)

• Fight against stigma, which is killing us

San Francisco (Atlanta and Oakland)

To identify and address vulnerability

• Plan service system and respond to the data

• Identity and collect specific data on vulnerability

• Develop an environmental scan, which looks at

• Will access vulnerable vs. at risk populations

• Will collect data as it impacts our health status

• Develop a quarterly conference with AID Atlanta and sisterhood. Atlanta

• Will share what we know about HIV/AIDS from a community level to anyone who may need it

San Juan (Atlanta and Seattle)

• Help on how to organize civil activities and fighting basis

• A lot more to do from what we learnt here during this conference

• Better commitment from local government workers

• Implement new policies

• Evaluate the cost of medications for HIV

• Mitigate stigma across all areas
